I got mine to fit, finally, by using a thick, 'quarter' sized washer as a shim between the bracket and upper rear bolt hole in the strut tower(use some weather strip adhesive or similar to hold it in place during fitting). I then fabricated a 1"x1 1/2" aluminum shim(.090" for mine...yours may be different), for the front bracket to strut tower 'gap'. I discarded the 'lower' fuel filter bracket piece.
I had to elongate the upper, front, bracket hole, and then the PITA thing fit.

IMHO, if you have an un-installed bracket, assemble it in an interesting fashion and use it as a conversation piece...or sell it to some unsuspecting newbie..LOL.
