I too would have to say that sort of mileage is sky high for an STI. The car is rated a 17/23. It's hard to fathom that his STI was seeing a 50% mpg increase over the EPA rating. I could believe 25mpg if he drove below 60mph, the road was very flat, the weather is warm (ie no significant cold starts), and there is minimal wind.
When I check my 2012 WRX's (1500 miles) true mpgs vs what the computer is saying, it's about a 0.5-0.8 difference (ie computer is more optimistic). Right now I'm seeing about 21-22mpg in combined driving (50 city/50 hwy). The area I live in Kansas City is hilly and very windy. Both have a significant impact on mpgs, especially wind at highway speeds. Constant 15-20mph winds can easily suck out 20% in highway mpg.
