I don't know about the knee airbag, but for the steering wheel you should have a minimum of 10 inches of clearance between the wheel and your breastbone.
If she or anyone is unable to meet those clearances, a vehicle with movable pedals is required, or pedal extensions. Proper pedal extensions that do not impede function and safety would be essential.
