He didn't remove the exhaust manifold or jack up the engine, so leaving the pickup loose lets you move it around some so you can get the pan into place. If the pickup was tight, the pan wouldn't go on. Most remove the manifold and jack the engine, in which case you just tighten down the pickup and install the pan.
