IIRC the TSB was to address the ignition area, "key hole" for lack of a better term, not being centered in the opening on the steering column. For some the key hole area is off to the side of the surrounding cut-out of the steering column. The service manual also says for steering column rattles to add foam tape to the area causing it until rattle resolves. Pretty simple there, may be something you could do yourself as the steering column is pretty accessible. If you take it to your dealer they should be able to do both the TSB issue & the rattle all at once.
