Personally I wouldn't go with any less than a 245/40R18 on a 9.5" wide wheel but that's not to say people don't stretch more. A 245 is a slight stretch but doesn't look crazy it will also give you a slight tilt in the sidewall to help with fitment. I am not familiar with the 2002 Bugeye's body but there are plenty of them on here running 18x9.5" Grids. I would search the Rota Thread

for similar fitments and PM the guys there to see what was required for fitment. To fit these with proper camber adjustments I would assume Coilovers, Camber Plates, Camber Bolts, and possibly Control Arms were required but I'm not familiar with 2002's so start doing some digging.

As far as the 8.5" +44's goes they will have much less concavity but will generally require much less work to get them to fit. You can run a 235 or 245 on the 8.5" pretty easily.
