If it's 2 and 4, your cam sensor is kaput.
If you're running a lightened flywheel or crank pulley, 1 and 4 are defaults for a false misfire when the engine doesn't really know what's going on. (I have a constant P0304 in my car)
If you're all stock, it could be as simple as needing a seafoam and an Italian tune up, or it could indeed be burnt valves; do the simple stuff first.
