If a dealer orders you a car and you decide to add stuff after it has reached the port they would have to dealer install those things.
However, there was recently a shortage of "Fog Light Kits" for the BRZ and some colors of wrx/sti so that may be why a dealer said you had to get the fogs at the dealership.
If placing a fresh order, anything on that list can be installed at the port for those exact prices.
