Is it paint or is it an overlay? If its an overlay you should be able to peel it off. If its paint then you could try paint thinner BUT it could damage the car's paint so remove taillight from car. Also it could harm the plastic so use a little at a time and work slow.
You could also wet sand till you hit the light then polish.
