I'm assuming it happens from getting a bad re-paint job at one point, or if its in an area where they get a lot of weather, sun, and snow etc, possible being a different material, versus the metal hood, it broke down a little faster. it looks like someone took a brillo pad to it though.

my recommendation would be just to get a used one from the classified. I got my OBP scoop fro like 80 bucks on here. you could get it repainted by a body shop for fairly cheap, prep and paint probably would be sub 200 bucks. if you are competant with body work you could sand, paint and get it back on there for pretty much cost of sanding matierals, paint and polishing materials.
