With where Winchester sits, there's a fair likely hood of a few decent storms. If you are at all thinking of going into the WV/Western MD mountains, you'll be glad to have them.
I live just north of winchester and frankly i think dedicated snows are a waste of money considering what we get. Some good all seasons and smart driving and you will be just fine. Anything deep enough a subie cant handle and you prob shouldnt be out anyway....
