Default 05 WRX only hitting 10psi

Hello all. Bought my WRX a few weeks ago. 103k miles, manual, only mod at the time was a Greddy Evo catback. Car felt fine, seemed to boost smooth. Last week, I bought a Cobb AP, tuned it to stage 1, drove around and was happy with the performance boost. Car felt much better. Gas mileage has been pretty bad since, dropping from ~27mpg mixed, down to around 22mpg mixed, and I have not been driving with a lead foot. I installed a boost gauge a few days after the tune and noticed the gauge was only reading 10psi. The car hits 10psi like a brick wall, I have only seen it go above 10 psi once, and it hit MAYBE 12 psi. I hooked up the AP and it sees 10 psi as well...

Where are the common spots to check in hopes of resolving this problem? I have owned several turbo cars (all Volvo before this one) and I was thinking wastegate actuator? I am still learning the ins and outs of the WRX.
