Saying one phrase when you meant another is a surefire way to confuse and sometimes completely invalidate the message.

It's a phrase that gets used wrongly. The fact that government and civilian agencies/groups keep repeating it....

Speed does not kill. People really need to stop saying it does. If speeding really did kill, there wouldn't be anyone going over any limit, right? Because they'd be dead. Even excessive speed, the 'excessive' is completely arbitrary because it depends on contribuatory factors and a pinch of judgement thrown in for good measure.

How fast one is going at the time is a factor in the extent of damage and survival rate. The mere nature of going fast does not kill becaue it's absent of the one thing that needs to be provided to make sure the killing can, in fact, happen... an opposing force.
