Seaports are PACKED with vehicles. Only so many cars/trucks can be loaded on trains & trucks to clear out lots. Especially when people/companies are getting themselves and their assets away from the storm.
The cost of 16+ dead Fiskers doesn't come close the cost of a single locomotive; and I don't think many shipping companies would want to take the extra liability (ie truckload of $100k+ cars through a Hurricane).
