The neck is where you put the coolant into the reservoir. It should be filled up to about an inch bellow your rad cap . It may appear to be full... But coolant as said above needs to get pushed threw the system and using a funnel works the best. I just did this last week by filling the reservoir and continuing to squeeze my hoses til the coolant level no longer went down. I don't know what vehicle you have but my 2003 Wrx takes about 7.7 qts . If your messing with the coolant, you might as well drain all of it and re fill while your under the hood anyway.
Be sure your rad cap is on correctly to.
