Before you buy 2 new sensors, there is a way to check the sensors are in the appropriate voltage range. I've seen threads on it in the past. I think there are programs that also put out the voltage reading so no need to play w/ a multi-meter.
I understand your frustration, but since u r trying to save money, i think you shouldn't throw money at the problem. Investigate more and drive the civic till you figure it out.
