There is what I think is called the catz zeta or something, it is basically a voltage regulator for halogen bulbs that crank up the voltage a bit, and keep is constant too.

Other way or havingh whiter light is with an overdriven filament, burning hotter (hotter=whiter) like the +30 and +50 bulbs but the too have shorter life.

Only exception is the true hir bulbs like te toshibas or some of the philips (9012 latest versions I believe, to my knowledge the philips 9011 are not actual hir bulbs) which run hotter by having a reflective coating sending back rays to focus them back on the filament, and increase the burning temperature.
