The way things are going, 10 years from now smog technicians will all be BAR referees. They might as well just go ahead and ban Autozone, NAPA etc. and take over the auto repair and parts markets as well. Yes, change of ownership require Star however process vary by areas from $45-$70 for OBDII. In a technicians defense, consumers don't realize how much effort it takes for us to become Star certified and the risk that we take if we make the slightest mistake. I'm not saying that I agree with the law or regulations but would like the state to inform consumers prior to making such a drastic change.
