It's hard to tell because I spoke with the mechanic and he straight up told me: Oh. I don't know much about turbo'd Subarus. I just replaced your radiator... nothing touched the turbo! I'm skeptical that turbo fried, but I suppose it's possible as the heat temp gauges aren't always 100%.

I haven't tested the PSI but they ran some boost tests and told me their conclusion was it was toasted. I'm not sure if it's delivering any PSI at all because when I rev above 3.5k RPM there is no change. It tops out at 4, although to be honest I have only driven it a tiny bit across town to another shop after I figured out the turbo wasn't working correctly.
