If you are peaking at .06 that is wastegate pressure which means something is wrong fo sho. If you are on an oem turbo inlet check for rips or holes on the underside (common in oem inlets), check all vacuum lines around your ebcs and mbc (not sure what your running), and make sure your wastegate is properly tightened. You can let the car idle and spray around the vacuum lines with carb cleaner...if idle rises when you hit a spot you've found your leak.
To me it sounds like a hose popped off completely somewhere and is forcing the car to wastegate pressure and then that leak is causing rapid boost, or some form of boost control has failed completely (ebcs or mbc).
