You can't turn on your fogs by themselves unless you've modded the relay/harness, so IF you have your fogs on, your headlights will be on, and your taillights will be on anyways. Is a dinky little light in the rear going to make a difference while the tails are on for USDM STi/WRXs? I doubt it.
If it's a proper rear fog light, then it's brighter than the taillights. Haven't you ever seen a European car with it's rear fog light(s) on? Jag, M-B, Audi, etc all have them. They're as bright as the brake lights, and thus stand out a heckuva lot better than a taillight in the fog or spray that gets kicked up from the roadway.

Do you need them? Of course not. Is it a simple, smart safety modification? I think so.
