There are three Clips on the bottom of each fog light. You have to stick a flat head between the head of the clip and the body of the clip, clip and the car. Then twist and pull it out. There are one on the side and two towards the front.
Then you need to remove one bolt. Yes, one bolt is all that is securely holding the foglight in place.
Here is a comparison picture between the stock and the outback.
This is how the old fog light is mounted in the car. I removed the cover just to show you the comparison of how it looks mounted. You don't have to remove the cover, but it could make it easy. Just push from behind.
This is the new one.
