Before you blame the BOV, consider your compensations.
I'm pretty sure it has not been hot where you live lately.
If your temps have been in the range it has been here your temp comps, alone, will reduce your boost that much. This is due to the ECU trying to keep power levels even. If you had logs from warmer times on the same setup you could reference you would likely note that your g/sec is very close, despite your boost being lower.
In short, don't change a thing until it get over 60F, or you risk issues you don't want. Slightly lower boost when it's colder out is way better than too much boost once its hot.
Also, as for the pressure drop of a TMIC, your PW has less drop than your OEM one, which will give you more, not less, pressure all things equal.
