Car currently has
cobb bov
spt exhaust
invidia down pipe (catted with bracket to conform exhaust)
cobb intake and box
turbo heat shield
and cobb ap running acn91 stage 2 sf (super low waste gate)

im change map after map and im still overboosting i do the live data log and i overboost in 4th gear and 19.1 pounds and stay overboosting in 5th gear around 18.5 to 19.5 the whole time

i have all the parts that the guys have recommended and i know of people who have the exact same parts and running the ap map and not even close to overboosting the only difference is my bov (to my knowledge its installed correctly )

is it possible that just my bov is causing all these issues

I have a 2011 with Invidia Q300 catless dp, stock BOV , stock airbox. When I used the AP OTS maps and a COBB CIA I was getting boost creep in colder temps. I changed back to stock airbox and immediately dropped 1.5 to 2 psi. I had an e-tune done and the car no longer gets boost creep and runs great (plus its a little quieter).

The combination of CIA and catless DP is a known problem combination. You might try just going back to the stk air box and a Stage II tune to see if that takes care of it. By the way if you running the Cobb stage II + map and std WG settings you should be right around 19psi. If you're getting an initial spike of 19.5 psi but it falls back to 18.5 - 19 psi you should be ok.

The friends of mine that ran the Cobb BOV found that it had a tendency to have driveability issues and other than making noise did nothing for the performance...FYI.
