I want to say that you are running quite rich(under spool up). But that point is pretty moot as you wouldnt get much more power out of leaning it out a bit. It may bring up spool up however which translates to more tq.
Like Phatron said the plot leaves some questions. Boost control looks good but without a better fuel curve and knowing the timing curve all we can do is speculate. Was this done on a mustang heartbreaker? Because that could be it right there if you are on a very low reading dyno.
