Is there every a guarantee that your car will be fixed with any repair? Would you rather SOA say, "Too bad your car burns 2 quarts every 1k miles, we won't repair it because it might not work".

For some of the lucky one that doesn't bought an impreza with a 2 stroke oil burning type engine your are not obliged to put some more oil in the fire
By the way there is probably environnemental standards that new cars engine needs to meet. That's what I'm actually trying to find to over helm the Subaru industry standard oil consumption (L per 2000km) statement they are using.
