Yes, it could be TGV or intake manifold.

Lean at idle and rich on boost indicates a leak between the turbo and the engine. At idle it sucks in extra air and leans out the mix. On boost air gets pushed out and things get rich.

All connections between turbo to engine. Could be as simple as a boost hose, or as painful as the TGV to heads gasket.
