I just went through this situation last month on my dads solstice.

The passenger rear wheel was rusted on the hub.

This only happened because the aftermarket wheels we have are hub centric.

Thus leaving a hair size gap to allow rust to fuse the wheel and rotor. It feels like the wheel is welded lol

I took my 5 lb rubber mallet. Beat on it every 5 minutes in the back of tire.
Go in clockwise movements.
I used WD40 to help the rust loosen up. Some say it doesn't work, but it worked for me.
