No to the first question, the PC oscillates only and it's probably impossible to even create enough heat to do so because there is no forced rotation. The harder you push on the PC the slower it moves.
You're not repairing paint, you're actually correcting the clear coat that's protecting the paint.
Ooookay. So when I've wet sanded, I correct that not by removing paint, but by correcting the clear coat? And I can do that with a DA Polisher?
