Because Americans are cheap and Subaru saw this as a way to save a few bucks for SOA. All ROW WRXs get the oil cooler and so does the STI. All ROW WRXs get LSD R180s too ;-) So not critical enough that Americans can haz, but critical enough every other WRX and STI does have it.

True, you do lose the heating action so you run with cold oil longer over the stock cooler, and that period is extended a lot if you don't use a thermostat in an external oil cooler. I tried to find a cheap one when I looked at them, with a quality cooler core with low pressure drop, proper fittings and a good thermostatic sandwich plate.. its hard to do it right for less than $400. For free you can leave the stock cooler on it certainly does more good than harm.
