Pretty much. What it does is slant the sidewall so it clears the fender even if the wheels themselves poke past the fender. If the sidewall is squared up, it will rub as the suspension compresses, since the fenders curve in.

Like so:


If the sidewall was squared, the fenders wouldn't clear the tire.
