It is not just Subaru, I think they all do that intentionally, jeep did it with the center switch panels in the 97+ Cherokees and wranglers for the switches that do the rear wiper switch, rear defoggers switch, fog light switch and high idle switch option for police cars and such. Makes you buy a new panel when you want to add a factory switch, not only that but they put tracks and rails in the panel switch holes so the new switch has to go into a specific hole. They wised up on the 2000+ TJ wrangler and used removable blanks.
