I'm sorry, but I have to throw a flag on the field. I understand what you're saying, but have you seen the way the OEM fogs, when properly aimed, throw their light? The light they add is quite dim, and is aimed really
close to the front bumper of the car. I can barely tell the difference between when they're on and off, unless I'm turning them on and off and looking for the change deliberately.
When I drive, my eyes are looking far down the road. I'm sure if I put super-bright HID bulbs in my fog light housings, your point would be valid. But in the OEM configuration (especially with the yellow film and low aim), I really don't believe that my distance vision is affected. I've had my driver's license for 32 years, and have never had an accident. I'm not worried about fog lights causing me to crash.
