Last I heard, really slow drivers were encased in a few thousand pounds of steel, plastic, and glass, wearing seatbelts, and protected by a good deal of safety technology. A bicycle rider has a helmet, clothes, and some skin. OK, now, do you think it's reasonable to assume that treating the two the same way is fair?
