Is your OBS MAF or MAP (99 2.2's were 1/2 and 1/2)? If you've got a MAF you need to ignore this entire thread, if you've got a MAP the procedure should be identical... hope that helps.

MAP based Imprezas require the second airbox to compensate for large throttle angles at low RPM. The reason that MY00+ "prefer" Ganzflow/PDM style intakes over traditional J-tube "cais" is for this very reason. If you just take off the back of the box and attach the filter somehow you've done jack squat to improve the intake flow path, you're sucking hot air, and losing low end... the 2/10ths is likely due more to your driving than anything else (how did your 60' times compare).
