In the 'old days' blue,oil smoke on start up only was usually a sign of valve guide/seal problems IIRC.

I suppose a bad/clogged PCV valve might contribute to oil going places it shouldn't.

Could that smoke be white? Usually a sign of coolant/blown head gaskets. Are there bubbles in the radiator? You might try to find a test kit at the parts store for oil/combustion by-products in the coolant.
