They are designed for the light output and pattern of halogen bulbs. When HIDs are retrofitted in this type of housing they will be very bright so you may think they are great, but they will produce an excessive amount of glare to other drivers. This is why the NHTSA recently enforced its rule banning sales of such retrofits.
