The best way to drift without any preperation (brake adjustment, tires, etc) is a quick tug on the e-brake. You can do it on dry pavement going 30mph if your timing gets good enough. The important thing is to use the e-brake to start the slide, then take the brake off (don't even let go of the button, hold it in... pull the brake up, and put it down almost right away) and give it a lot of gas.
