The 15" steel and alloy that Tire Rack has should fit fine-I don't beleive there was any size change in the calipers from 98 to 99 - also - trust Tire Rack - they have done the research - dealers should corroborate too - I've seen the steels on a GT.
We've put 15" alloys from Outback with snows on both a 93 turbo & 98 GT - they permit shopping for a taller, narrower profile snow tire which is effective in NE (should be a bit cheaper, too)- we've run Cooper Wintermaster 195/65-15 with studs from NTB - I may get something from Nokian this year.
Just don't go for 14" Legacy steels - as you say, NE junkyards should be able to provide cheaper alternatives, too, tho' they might try to overprice alloys .
