MA and RI are "may issue", highly discretionary and they almost always deny non-resident applications. You can usually get MA on appeal but RI is more difficult. MA is only a 1 year permit. So they're really not worth the effort unless you do business in those states, especially considering the "trap":

On all future handgun/CCW permits (from any state) you will then need to check Yes on the question that asks if you've ever been denied for a handgun permit. Saying Yes to that question is automatic denial in some states and in others you will have to make your case with documentation (every single time you apply for any permit for the rest of your days). If you live in NJ it will make your Permit to Purchase Handgun application take even longer assuming you don't get denied outright. Huge hassle.

The permits I have (listed in my previous post) are all "shall issue" and are easy to get. They also last many years. These will allow you to carry in 39 states if you have your NYS carry permit, 38 states otherwise. Still can't go wrong with just UT and FL.

One caveat, for NV you will need to travel to Las Vegas (major bummer ) for a couple days to take a short class the 1st day and visit the police department the 2nd.

Hopefully one day we'll all be like VT!
