After email dialog with Subaru, they advised that you measure the level 10 minutes after stopping on a level surface and the level should not be above full.
Confirming the level was 17mm over after 10 minutes took it back to the dealer who agreed it was high then corrected it on the spot then advised they have now implemented a policy of re-measuring after the oil change after 10 minutes. :-)
