No it's not. Allstate like most insurance companies typically don't check your policy that much unless you have some "circumstance". That could be having a claim hit your policy, adding/changing cars/drivers on your policy, or if your a newer driver or policy holder they may check up on you more often as a risk assessment.
I've had a very good relationship with my Allstate agent, (she's previously set me up with her daughter), she used to work in Allstate's management, and has given me the lowdown on certain things. Her husband works for Progressive and it was the same there. Although since at the time they dealt with higher risk drivers, people would have their records pulled more frequently.
I've had numerous ticket when I was younger, and we've talked ALOT about it.
