Running in the 12's while cruising is RICH. Way too rich for cruising. 13.1 is still way too rich for cruising. Low 11's in WOT isn't really too lean. Are you sure your wideband is accurate? I've only used romraider so I'm not sure if the accessport can do it but does it allow you to log the car's O2 sensor? If it does, the car's O2 sensor will be more accurate then your wideband (while cruising).
