putting pepe boys tires on a car will make it corner flatter.
so will driving it slow.
and race tires will make a lot of stock cars 3 wheel.
Sometimes lifting a tire is the fastest way around the course given the constraints of the rules. More grip would be available if you could magically reduce the weight transfer, but sometimes you can't given the rules or other needs of the car.
Its a complicated question but basically nothing can be judged about a car by looking at whether or not it picks up a wheel. BMWs and Porsches will pick up wheels all the time and go silly fast, corvettes almost never pick up a wheel and are silly fast.
