Well,
For starters if you keep the car registered at your folks place you won't need to smog it for 4 years. If you want to smog for CO, those mods won't matter here. CO is way more lax than CA. If it has a cat and tests clean at the tailpipe it will generally pass. If you do get flagged and need to put the stock parts back on, it is only once every 2 years that you get tested. But like I said, keep your CA registration and don't worry about it until 2008, and by then you are done with school and might be moving somewhere totally different with way different emissions rules...
