I am going to inform my traffic enforcement/accident investigation instructor he's been feeding me lies.

I just tested on that section of the IVC and I don't remember seeing instructions for staying behind the yellow line while waiting for a left.

I will see my instructor this afternoon and will confirm.

Just to make it clear, I stated that if he was proceeding to make the left turn and the light turned red mid-turn he is not in violation. If he gunned it for the sole purpose of beating the light, then he would be cited. But in that case the ticket should be for unsafe speed for conditions. And the other option is if he entered the intersection on red, which I think the PO thought he did.

Take it to court anyway.
