Yeah that TA is a beast!
I did some searching and posting on Autopia about that fender, it appears that late 90's red Trans Am's have been known to suffer from clear coat failure. I sent the owner a PM linking him to my thread about it and to some other clear coat failure examples, including a red 98 TA with CCF that looks identical to that panel.
I've been detailing a long time, a wool pad would not have done anything to correct clear coat failure. I've seen CCF a handful of times, never like this thought. When I've seen it it had the typical crows feet look of cracks and or so sever that you could see the failure from a mile away, the clear chipping away like a bad sunburnt skin pealing, never like this.
