The mule pictured was most likely being tested by TRD.. Yes, Subaru developed the car, but TRD developed their own accessories (ie: the body kit & wing).
Subaru does not parade their pre-production cars around in public.. and the only reason we eventually saw the BRZ dressed up like the Toyota (ie: swirly vinyl wrapped) was due to Toyota's influence.
You can't expect the next WRX will show up with so little camo until they're ready to show it to the press... and even then it will be a miracle if someone manages to snag a picture. This is, historically, how Subaru has operated with new vehicle releases... the BRZ being a single exception due to the unique partnership with Toyota.
