My thought process behind wrapping the piping first is that the engine itself gets pretty toasty. I have a turbo blanket and heatshield that I can touch so I don't think that much heat escaping off the turbo. I want to keep the colder side of the I/C as insulated as possible because presumably the charge is cooler than the engine bay temp.
