Without OBD-2, I don't think you'll pass any sort of emissions check. That's usually the first thing. Unless you can somehow get a stock ecu in there and fake it out enough to say everything is a-ok. I don't know of any standalone that offer OBD.
I'm waiting for someone to create an OBD-2 dummy device that does nothing but send all the readiness codes and no failure codes... They'd make a bundle before the EPA came and shut them down and threw them in prison.
